TITLE: Field Staff Supervisor
DEPARTMENT: County Appraisers Office

LOCATION: Leavenworth County Courthouse
SUPERVISOR: County Appraiser & Deputy County Appraiser
SUPERVISES: Appraiser I, II, & RMA Appraiser

SCOPE
Responsible for the administration and supervision of the real estate appraisal field staff. Performs quality
control on data collection and sales verification processes. Ensures all field work is completed in a timely
manner. Responsible for the valuation of all new real property construction, property splits and combines, and
new plats; market studies to redefine neighborhoods and/or verify existing neighborhoods for appraisal process;
and represents and defends real estate values at all appeal levels. Assists in commercial data collection.
KNOWLEDGE AND SKILLS: (*Required prior to employment)
1. Knowledge of department policies and procedures.
2. Knowledge of applicable State and County laws, codes, and procedures relating to property appraisals.*
3. Knowledge of mass appraisal techniques, including CAMA (Computer Assisted Mass Appraisal) model
building, multiple regression analysis, and other appropriate statistical tools.*
4. Knowledge of real estate appraisal theories, principles, practices and techniques.*
5. Knowledge of standard reference sources providing real estate cost and market value information.*
6. Knowledge of the effects of social and economic trends on property values.*
7. Knowledge of personnel management techniques required to organize and direct the work of an
organization.*
8. Knowledge of all applicable appraisal standards of practice and professional ethics.*
9. Skill in appraising real estate using the Cost, Sales Comparison and Income (Capitalization) approaches
to value.*
10. Knowledge of all ad valorem tax appeal processes for the State of Kansas.*
11. Skill in retrieving information from county imaging system.
12. Knowledge and use of county computer mapping system.
HUMAN RELATIONS
1. Responds to inquiries by providing information to the public and county departments on the methods
and procedures used by the Appraisers Office to value all real and personal property, splits and
combinations and plats; provides information on appeal procedures to taxpayers wishing to formally
appeal property valuation.
2. Meets with representatives of building permit issuing offices to ensure that accurate and complete
building permits are received in order to expedite the appraisal of newly constructed structures.
3. Initiates and maintains contacts with real estate appraisers, real e state firms, financial institutions, etc., to
obtain price, valuation, mortgage and other financial data required in the appraisal process.
4. Represents and defends county real estate valuation at all level of appeals.
