About the Indiana Department of Administration (IDOA):

IDOA helps to ensure the smooth function of state government, finding efficient and effective solutions to government-wide needs.

Role Overview:

This procurement position will be a member of the Strategic Sourcing Team, reporting to the Director of Strategic Sourcing, with a focus on managing the procurement process to acquire goods and services. It is a dynamic position with an impact across all state agencies. This a mid-level tenured position in Procurement so it expected the right candidate will have procurement knowledge. Training on state process is provided and the ideal candidate will likely grow in their procurement knowledge as they develop into this position.

Future advancement with Procurement is possible. To be successful, they should be an effective communicator, be able to problem solve while preserving the vendor and agency relationship and be able to determine what issues should be escalated. We work as a team while expecting everyone take ownership of their own projects.

Salary Statement:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Provide direction, guidance and assistance to agency staff, vendors, and other stakeholders related to procurement.

  • Assist with problem resolution and administration of contracts.

  • Analyze information, prepare response, and take any necessary action with vendor, agency or employee.

  • Serve as liaison between vendors, the agency, and employees.

  • Maintain vendor contacts to investigate discrepancies, exchange information and resolve issues.

  • Troubleshoot problems related to procurement including system issues or discreptencies.

  • Provide input on solutions and suggestions for improvements to administration and execution of contract management, procurement, and supplier performance.

  • Create and interpret complex quantitative and qualitative analyses, forming hypotheses, synthesizing conclusions, and assisting to implement change.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

  • A Bachelor’s Degree or 5 years’ work experience in vendor/contract management, supplier performance, sourcing or procurement may substitute.

  • Basic knowledge of the principles of complicated contract management and negotiation is required.

  • Ability to perform client relationship development, problem identification, analysis, and resolution, data-intensive analysis, negotiate contracts, and resolve conflicts.

  • Ability to assist with the drafting of complex contracts for commodities and services.

  • Experience with and/or knowledge of PeopleSoft E-Procurement or another ERP (Enterprise Resource Planning) Procurement and Financial system is preferred.

  • Ability to apply knowledge/expertise of contract management principles to various commodities and services is required.

  • Ability to work independantly, anticipate problems and initiate corrective actions.

  • Ability to effectively and plan and organize work of section.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
