Job Summary

The Signals and Communications, Standards Officer is responsible for safeguarding the integrity of the signal plant by ensuring policies, standards, and safe practices are understood and implemented across the Signals and Communications (S&C) department. In addition, the role develops and modifies S&C standards and ensures awareness and knowledge of safe signalling methodologies are followed system wide.

Main Responsibilities

· Perform field auditing to ensure compliance with established S&C safety and regulatory standards

· Develop safety assurance standards and templates for the implementation, maintenance, and validation of the signal plant

· Provide mentoring on the key principles of safe signalling practices to internal customers

· Provide technical support to divisions for incident and failure investigation

· Ensure safe and reliable train operations by verifying that systems operate and are maintained according to established standards

· Increase awareness of safe signalling concepts, deficiencies, and hazards

· Analyze the department’s metrics on a regular basis and look for supplier improvements on common problems across the network

· Provide reports to the department on performance metrics

· Work with suppliers to improve the quality and service of products and research alternative solutions and technologies for the cases of obsolescence or lack of improvement

· Support Supply Management with technical knowledge, field data and competitive product technical information to obtain the best overall value

Working Conditions

The role is performed in a combination of office and outdoor environment in various types of weather conditions with a regular workweek from Monday to Friday. The role is required to be on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires minimal travel (up to 20%) within Canada and the United States (U.S.). Candidate should possess or be able to obtain a passport for travel between the US and Canada.

Requirements

Experience

Engineering

· Minimum 2 years of experience in the Engineering, Safety, Standards fields or equivalent.

· Experience in Technical Writing for multiple audience types, as well as formal document creation.

Education/Certification/Designation

· High School Diploma or General Educational Development (GED)

· Bachelor’s Degree in Electrical, Electronic, Computer Engineering, Engineering Technology, or equivalent*

· Two years field railway signaling experience. *

*Any designation for these above would be considered as an asset

Technical Skills/Knowledge

· Knowledge of railroad signalling standards and policies

· Comprehensive working knowledge of signal systems infrastructure and related safety appliances, S&C project management, applicable regulations pertaining to signal systems, S&C testing procedures, railway S&C standards, equipment specifications, and procedures

· Knowledge of SharePoint

· Demonstrated ability to use Microsoft Word, Excel, and PowerPoint to create standard documents, present data, and create executive level presentations.

· Fluently bilingual, both written and verbal (English, French)*

· Familiar with Systems, Applications, and Products (SAP), Business Objects (BO), ServiceNow, Bentley ProjectWise, MicroStation*
