Description

The City of Detroit Housing and Revitalization Department is seeking a Preservation Initiatives Manager-Administrative Special Services III (ARPA). The Preservation Initiatives Manager leads affordable housing preservation initiatives that promotes long-term affordability of Detroit’s existing affordable housing stock.

Key responsibilities will include: identifying and advancing key strategies and initiatives to further affordable housing preservation goals; working directly with property owners to create, revise and execute preservation development strategies; negotiating terms of affordability agreements and displacement prevention plans for preservation deals; and managing contracts related to affordable housing preservation.

The Preservation Initiatives Manager will supervise a team of three that works on developer outreach, data management, and developer compliance.

Strong candidates should have substantial knowledge of and experience with development proformas; substantial knowledge of affordable housing finance tools, including federal, state and local subsidy programs; and excellent organizational and communication skills, including the ability to build and manage relationships with internal and external partners.

Examples of Duties

  • Identify and advance key strategies and initiatives to further affordable housing preservation goals.

  • Work directly with property owners to create, revise and execute development strategies for preservation deals.

  • Negotiate terms of affordability agreements and displacement prevention plans ("tenant retention plans") for preservation deals.

  • Work directly with property owners to ensure adherence to terms of tenant retention plans during rehab and after project completion.

  • Manage contracts related to affordable housing preservation and compliance.

  • Lead meetings with institutional partners to review goals and track progress towards completion of contract goals.

  • Report on progress towards goals to supervisor and/or department leadership, particularly related to American Rescue Plan Act (ARPA)-funded contracts for affordable housing preservation.

  • Collaborate with other departments and institutional partners to promote transformational projects that align with strategic priorities and comply with City and departmental policies.

  • Attend, participate in, and/or lead meetings of other governmental agencies, businesses, and community groups as assigned and summarize discussion and action items, draft responses to requests for information.

  • Manage and provide oversight over the utilization of various City tax abatements, primarily regarding housing and mixed-use developments.

  • Assist developers with navigating City processes.

  • Communicate with members of the public regarding development projects and policies.

Minimum Qualifications

Qualifications (required):

  • Bachelor's degree from an accredited college or university, with major course of work in Business Administration, Public Administration, Public Policy, Economics, Finance, Accounting, Urban Studies, Information Technology, or related field.

  • Minimum four (4) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

Qualifications (preferred):

  • Master’s degree in Business Administration, Public Administration, Public Policy, Economics, Finance, Accounting, Urban Studies, Information Technology, or related field.

Medical Plan Offering for Administrative Special Services Employees

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

Administrative Special Services Staff (Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

  • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

  • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

  • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

  • WORKERS COMPENSATION – Covered by applicable laws.

  • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

  • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

  • This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.

Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:

  • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) Day per month, not to exceed (12) days per year.

  • VACATION – Granted on the following basis:
