Description of Job

The Work Unit:

Division of Disease Control and Public Health Response (DCPHR)

The Division of Disease Control and Public Health Response (DCPHR) exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health. The Division is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters.

DCPHR’s newMobile Public Health Clinic Program (MPHCP)combines aspects of two successful programs - mobile vaccine buses and pop-up clinics - leveraged during Colorado’s COVID-19 and mpox responses and builds this into our routine disease control infrastructure. MPHCP is responsible for bridging gaps in access to disease control and public health services statewide, with an emphasis on serving Black, Indigenous, and People of Color (BIPOC), low income people, uninsured people and underserved communities such as those in rural areas of the state or with high social vulnerability. On a day-to-day basis, vaccine clinics for routine, COVID-19, flu and mpox vaccines are our core service offering. Other disease control services that can be provided include administration of immune globulin (IG) during outbreaks for post-exposure protection to people who can’t be vaccinated (e.g. hepatitis A and measles), and testing services (e.g. respiratory viruses, mpox, food and waterborne illnesses, tuberculosis, vaccine-preventable diseases, etc.) during outbreaks of disease exposure incidents. During times of emergency, MPHCP can quickly deploy temporary clinics in places that are most convenient and accessible for the population we are trying to serve. In the future, we plan to partner with other public health programs to potentially offer non-disease control services.

What You Will Be Doing:

This position requires significant travel to different regions of the State of Colorado, serving underserved populations, and bringing public health resources and disease mitigation through vaccinations, testing, and other disease control services. This position requires high levels of engagement with underserved communities, direct patient care for these populations, and managing personal health information.

Responsibilities of the position include but not limited to:

Clinical Services

  • Provides direct patient care to the public according to MPHCP protocols, standing orders and required training, including but not limited to: immunizations, immune globulin (IG) during outbreaks for postexposure protection to people who can’t be vaccinated (e.g. hepatitis A and measles), and testing services (e.g. respiratory viruses, Mpox, food and waterborne illnesses, tuberculosis, vaccine-preventable diseases, etc.) during outbreaks of disease exposure incidents.

  • Draws and prepares vaccine doses for patients.

  • Prepares, administers, and transports needed testing samples.

  • Provides oversight for all inventory and equipment within the mobile vans including and as necessary, setup and take-down duties.

  • Ensures standing orders and protocols are followed including medical management plans for vaccine reactions.

  • Provides immunization education and ensures informed consent.

  • Follows proper vaccination techniques to ensure patient safety, including proper temperature control, management and labeling for vaccine inventory.

  • Provides patient centered care in a way that maintains cultural humility through effective communication and interaction with people across diverse cultures and through patients’ preferred language.

  • Responsible for screening each patient for publicly-funded vaccine (VFC, 317 or state) eligibility.

  • Responsible for reporting clinically significant adverse events and vaccine administration errors through the Federal Vaccine Adverse Event Reporting System (VAERS).

  • Consult with on-site Registered Nurses on patient decision making and/or following written protocols for decision making provided by MPHCP’s medical director.

  • Ensures testing protocols are followed with regards to: collecting all required patient data, test ordering, and specimen collection, storage, and transportation.

  • Drives a cargo sized mobile public health clinic van to and from clinic sites sometimes over multiple days and sometimes through reasonable winter weather conditions.

    Vaccine Management & Screening

  • Completes required VFC training and complies with proper storage and handling protocols.

  • Maintains and monitors vaccine storage equipment during transport and on-site at the clinic.

  • Reads and records vaccine storage unit minimum/maximum temperatures at recommended intervals.

  • Follows all off-site clinic requirements and guidance from the VFC program, and the

  • Routine Vaccine Management Plan and the Emergency Vaccine Management.

  • Responsible for proper VFC eligibility screening and documentation procedures.

  • Maintains the organization of vaccines within storage units, keeping VFC vaccines labeled and separate from privately purchased vaccines.

  • Takes immediate action to respond when vaccines are exposed to out-of-range temperatures; documents any temperature excursion and all actions taken; and notifies the VFC Program and supplies all follow up documentation in a timely manner.

Administrative Duties and Training

  • Updates vaccine administration system, Primary Health, CIIS, and internal trackers with administrative data from clinics in a timely manner.

  • Provides reports after each clinic with metrics including doses given, attendance, etc.

  • Oversees all aspects of patient privacy including communications, considerations for CDPHE’s physical presence within the community, and the proper collection and protection of patient information, ensuring that HIPAA privacy rules are enforced.

  • Completes and abides by required annual VFC training course, CDC You Call the Shots training course and meets all VFC recertification requirements in a timely manner. including HIPAA privacy training, as required by the MPHCP.

  • Stocks the mobile clinic vans with needed supplies, complete necessary training, and ensures vans are being maintained for safe driving.

  • Maintains an active Colorado Licensed Practical Nurse license.

  • Maintains CPR/BLS certification.

  • Maintains a travel card to manage travel expenses, completes relevant reimbursement forms, as required.

  • Completes training on routine and emergency vaccine management procedures.

  • Completes all training in the MPHCP Onboarding Plan.

  • Completes any other training determined to be necessary by MPHCP Supervisor or DCPHR Leadership. Other duties as assigned.

Current, valid licensure as a Licensed Practicing Nurse from the Colorado Board of Nursing or any state participating in the Enhanced Nurse Licensure Compact (eNLC)

**Complete Board approved IV certification course including supervised clinical; OR document completion of such from another state Maintains evidence (both LPN and employer) of original documentation and demonstration of IV knowledge/judgment/skill

Follows written IV policies and procedures approved by medical staff, nursing and agency administration

**Advanced Educational Preparation for LPNs in Colorado is limited to IV certification
