Johns Hopkins University Project Administrator in Baltimore, Maryland

This position serves as Project Administrator to the newly instituted Developmental AIDS Research Center (DARC) between Johns Hopkins Bloomberg School of Public Health (JHSPH) and Rollins School of Public Health (RSPH) at Emory University. The DARC will build capacity for the measurement of stigma and development of interventions focused on responding to stigma as a threat to both mental health and suboptimal individual and population level HIV outcomes in the United States and around the world. This center will also support emerging and established investigators via creation of interdisciplinary knowledge sharing pathways, building on longstanding partnerships in stigma and

funded HIV research. The Center has four proposed cores: Administrative Core, Stigma Measurement Core, Stigma Intervention Core, and the Developmental Core.

We are seeking a Project Administrator who will work closely with the Coprincipal Investigators (PIs), Directors and Coinvestigators (CoIs) across the respective DARC cores and will be responsible for the day today administrative functions of the DARC. The role requires demonstrated competencies in strategic planning; program, fiscal, grant, human resources, and facilities management; community engagement; and equity, diversity and inclusion work for the successful implementation of the ambitious, yet feasible DARC aims.

Specific Duties & Responsibilities

Administrative Core

  • The DARC Administrative Core will support center research coordination and output through efficient and effective management structures, sharing of methodological resources for stigma measurement and stigma interventions, and support for dissemination.

  • The Administrative Core will monitor progress across all cores and provide the organizational and administrative structure conducive for ensuring collaborative efforts that are aligned with capacity building initiatives both internal and external to the DARC.

Duties & Responsibilities of the DARC Project Administrator include, but are not limited to, Center Management and Coordination

  • Manage, coordinate, and oversee the entire range of dARC activities, monitoring progress, and ensuring that the project milestones are being met and implemented effectively within the proposed timelines.

  • Ensure collaborative efforts and interaction among the Cores and Scientific Working Groups by facilitating innovative, feasible, and coordinated communication across Cores, including assisting new, junior, and new to stigma researchers in accessing dARC information, resources, and affiliated faculty.

  • Act as a resource to and navigator for dARC PIs, Core Directors and CoIs, JHSPH and RSPH faculty and staff, collaborators, and community members; Support the identification of and establishment of the External Scientific Advisory Board prioritizing academic and community representation.

  • Assist formative planning and facilitation of Executive Committee board meetings (monthly), including documenting meeting minutes, contributing to discussion, and proactively implementing operations and administrative decisions for fiscal and policy matters; Assist dARC Cores with activities (i.e., development of study projections in alignment with proposals and implementation schedules/timelines; annual reporting; events; service requests)

  • Assist in the development and facilitation of dARC Scientific Working Groups and Interest Groups, such as scheduling and organizing meetings, events and grant developments, and act as a liaison between such groups and the dARC Leadership Committee, Executive Committee, and external Scientific Advisory Board—as is applicable; Assist InterdARC Working Groups, such as scheduling and organizing meetings, events and grant developments, and act as a liaison between such groups and the dARC Leadership Committee, Executive Committee, and external Scientific Advisory Board—as is applicable.

  • Coordinate and facilitate communication with other collaborating partners at the university and community/partner levels.

  • Develop Center wide benchmark performance indicators for monitoring, evaluation, and learning.

  • Analyze outcomes data from Core activities and events to demonstrate value added provided by the dARC and identify areas of improvement.

  • Identify and implement improvements to project efficiencies (i.e., better and faster ways to accomplish tasks, as well as opportunities for reducing costs).

  • Develop a taxonomy or classification scheme for knowledge management and implement across all Cores—as is applicable

  • Supervise study coordinators across respective dARC Cores.

  • Complete all appropriate compliance trainings and monitor compliance across all Center faculty and personnel.

  • Keep abreast of available resources related to project management and research implementation across JHSPH and RSPH; and Organize and oversee dARC sponsored events (e.g., annual meeting)

Pre-Award Management and Submission Tracking

  • Coordinate dARC supplement applications submitted to the NIH.

  • Issue Request for Proposals (RFP) and assess eligibility of applications.

  • Collect and distribute proposals (including pilot and community grants) to members of the Developmental Core, Executive Committee, and the external Advisory Committee.

  • Work closely with the pre-award teams across JHSPH and RSPH to submit applications.

  • Assure regulatory compliance of all awards made, maintaining copies of all relevant approvals.

  • Assure Public Access Compliance of all publications resulting from dARC supplements.

  • Collect annual progress reports from awardees.

  • Analyze awardee outcomes (e.g., publications, grants, etc.) to demonstrate value added provided by the dARC.

  • Provide support for grant development and submissions in response to requests for proposals from federal and international funding mechanisms, including pre-award submissions and coordination of budgetary and financial elements, scientific and nonscientific elements, and partner/collaborator documentation.

  • Support Institutional Review Board (IRB) application submissions to JHSPH and RSPH, as well as to local country offices, through review and tracking approvals.

  • Monitor IRB applications and manage IRB related communication, liaising closely with the IRB team and ensuring compliance.

  • Develop guidelines that delineate knowledge creation, sharing, storage, and application within and across all Cores, including development of SOPs detailing data retention policies, data access, and data encryption.

Reporting Requirements & Dissemination

  • Prepare annual and quarterly progress reports and grant renewal applications, including but not limited to NIH (or the funding agency’s) requirements, serving as a liaison with JHSPH/RSPH and external funders and partners.

  • Outline plans for dissemination across dARC Cores in conjunction with Core Directors and faculty.

  • Identify and facilitate bidirectional learning opportunities between community and academia locally in the United States and around the world (i.e., attend JHSPH/RSPH events to promote the dARC, informing faculty of opportunities and services that the dARC provides).

  • Engage in deliverable development and submission via appropriate channels of dissemination (i.e., a special issue focused on stigma theory, measures, and interventions, peer to peer newsletter)

  • Develop and maintain the public website for the dARC to communicate the overarching scientific aims and the individual studies, disseminate results, and provide a repository of resources for stigma measurement and intervention methodology.

  • Represent the dARC at national meetings and other events when/where appropriate; attend National dARC Director’s and Administrator’s meetings (e.g., quarterly calls; annually in person).

Developmental Core

  • The dARC Developmental Core will work across the Research Cores, investigators and users to enhance capacities building, mentorship, and knowledge sharing opportunities for stigma and health equity research.

  • The Developmental Core will foster a culture of innovation with focus on the development of community of practice and technical support, advancement and dissemination of science in measuring and responding to stigma, and in building partnerships with community action groups, service providers, and Health Departments.

  • The purpose of Developmental Core awards is to support earlier stage investigators and promote opportunities for dissemination of stigma related findings.

  • This support may include grant writing, provision of microgrants, institution of seminar series, and travel awards to promote networking and research collaborations.

Duties & Responsibilities of the dARC Project Administrator include those aforementioned and the following, but are not limited to,

Core Management and Coordination

  • Work closely with Core Leadership to recruit and engage community members for consultations based on geographic and content area(s).

  • Coordinate across the Developmental and Administrative Cores to develop a community of practice and technical support for earlier stage investigators, including the development of videos and research tools.

  • Connect Core Leadership, faculty and staff across JHSPH and RSPH to research services offered through the Developmental Core (e.g., manuscript review resources; bimonthly interinstitutional symposium series).

  • Coordinate and manage Developmental Core activities and meetings, organizing annual planning meetings, symposia series, identifying and confirming speakers, additional meeting logistics, etc.

  • Coordinate the dARC small grant program.

  • Issue Request for Proposals (RFP) twice annually and assess eligibility of applications per developed concept note format.

  • Collect and distribute proposals to members of the Developmental Core Organize reviewers for the applications and assure that they are completed and submitted in a timely manner.

  • Organize review meetings.

  • Assist the Developmental Core with finding mentors for earlier stage investigators and collecting outcomes data on such relationships, including information related to diversity, equity, and inclusion among award recipients.

  • Notify applicants of outcomes and pair applicants with a JHSPH or RSPH mentor.

  • Assure regulatory compliance of all awards made; maintaining copies of all relevant approvals.

  • Develop and circulate self evaluation surveys for participants engaged in symposia series.

  • Circulate announcements via dARC mailing list on an ongoing basis, responding promptly to all correspondence.

Research Cores, Stigma Measurement and Stigma Intervention

  • The dARC Research Cores aim to improve the measurement of stigma to better study the impact of attribute specific and intersectional stigmas on mental health and HIV, and to increase the quantity and quality of interventions addressing stigma and structural determinants of risk in the domestic and global HIV response.

Duties & responsibilities of the dARC Project Administrator include those aforementioned and the following, but are not limited to,

Core Management and Coordination

  • Work closely with Research Core Leadership to develop a manualization process for measurement development and track metrics of use and dissemination in accord with project timelines.

  • Support the development of and monitor regular updates (at least bimonthly) and compliance of an expanded, robust repository of key constructs, attribute specific and intersectional stigma metrics, and track metrics of use and dissemination in accord with project timelines.

  • Coordinate with the Developmental Core leadership to develop and pilot a mentorship program for junior faculty in stigma, mental health, and HIV research, and assess eligibility of each cohort of trainees.

  • Coordinate monthly stigma HIV mental health research incubator series to promote cross institutional and interdisciplinary activities (i.e., identifying featured scientists and meeting

  • logistics) and quarterly community engaged conversations.

  • Support establishment of a professional community advisory board (CAB) and develop proof of concept to be expanded upon Liaise between CAB members and Core directors for provision of training and for coordination of quarterly meetings/workshops.

  • Analyze outcomes data from Research Core activities and events to demonstrate value added provided by the dARC and identify areas of improvement.

  • Manage Center requests for consulting services and link trainees to biweekly open office hours and other relevant resources.

  • Monitor Research Core metrics and outcomes measures on an ongoing basis across Core aims and annual targets/milestones.

Dissemination

  • Develop a resource dissemination strategy aligned with Research Core aims.   • Develop and circulate surveys regarding user experience and perceived utility of the measurement library and associated manual, engagement in mentorship experiences, etc.

  • Lead and engage researchers in outreach activities to disseminate products and services.

Minimum Qualifications

  • Master's Degree in Public Health, Epidemiology, Biostatistics, Business or Business Management, or related discipline.

  • Five years of directly related experience.

  • Demonstrated supervisory or lead responsibilities.

  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

  • Excellent communication skills, including proactiveness and timely responsiveness are necessary.

  • Strong organizational skills are necessary.

  • Demonstrated self-management with the ability to work on multiple tasks with short and/or competing deadlines is necessary.

  • Prior collaborative research experience is necessary.

  • Proficiency in Public Health Institutional Review Submission Tracking (PHIRST) desired.

  • Proficiency in Institutional Research Administration processes desired.

  • Experience working and collaborating with JHSPH/RSPH leadership, faculty and staff, administrative support offices, community action groups, Health Departments, Ministries of

  • Health, funding agencies, governmental health agencies, service providers and/or program evaluation agencies desired.

  • Comfort engaging with a diverse team on projects related to human rights, historically marginalized populations, and sexual and gender diverse communities.

  • Ability to utilize computer applications to design and develop reports, and other specialized correspondence and communications.

  • Ability to exercise independent judgement.

Starting Salary Range: $74,400 - $130,400 Annually (Commensurate with experience)
